Notice of Department of State Sanctions Actions

Official abstract: On February 24, 2026, the Secretary of State Marco Rubio determined that each of Sergey Sergeyevich Zelenyuk, Matrix LLC, and Special Technology Services LLC FZ met the criteria for sanctions set forth in section 2(a)(1)(A) of the Protecting American Intellectual Property Act of 2022 (Pub. L. 117-336) (PAIPA) and, in consultation with the heads of other relevant agencies, as appropriate, selected the sanctions described in section 2(b)(1)(A), (D), (H), (I), and (J) to be imposed on the entities.
